Police Officer Recruit Requirements

NOTE: This is NOT a Job Posting.
It is simply information about our hiring requirements in general.


The Palmer Police Department policy on recruit hiring is based upon standards set by the Alaska Police Standards Council, the City of Palmer Municipal Code and Department Policy and Procedures Manual. The Alaska Police Standards Council set minimum standards for Police Officers. Detailed information can be found in 13 AAC 85.005.120.

Minimum Standards for Police Officers

  1. Is a U.S. Citizen of the United States

  2. Is 21 years of age

  3. Is of good moral character

  4. Has a high school diploma, or its equivalent

  5. Is, at the time of hire, certified by a licensed physician on a medical record form supplied by the council to be physically capable of performing the essential functions of the job of police officer.

  6. Is mentally capable of performing the essential functions of the job of police officer and be free from any emotional disorder that may adversely affect the person's performance as a police officer.

A police department may not hire a person as a police officer:

  1. Who has been convicted of a felony by a civilian court of this state, the United States or another state or territory, or by a military court;

  2. Who has been convicted, during the 10 years immediately before application for hire as a police officer, of:
    1. a misdemeanor crime of dishonesty or moral turpitude
    2. a misdemeanor crime that resulted in serious physical injury to another person
    3. of two or more DWI offenses, by a civilian court of this state, the United States, or another state or territory, or by a military court

  3. Who has been denied certification or whose basic certificate has been revoked by the council in this state or the responsible licensing agency in any other issuing jurisdiction.

  4. Who:
    1. has illegally manufactured, transported, or sold a controlled substance, unless the person was under the age of 21 at the time of the act and the act occurred more than 10 years before the date of hire;
    2. within ten years before application for hire, has illegally used a controlled substance other than marijuana, unless the person was under the age of 21 at the time of using the controlled substance;
    3. within the one year before the date of hire, has used marijuana, unless the person was under the age of 21 at the time of using marijuana.

Additional Requirements:

  1. An applicant must complete a City of Palmer job application form.
  2. An applicant must complete a Personal History Statement form.
  3. An applicant must successfully complete a written test.
  4. An applicant must successfully complete a oral review.
  5. An applicant must successfully complete a polygraph examination.
  6. An applicant must successfully complete a psychological examination.

Permanent employment requirements are:

    A police department may not grant a person permanent status as a police officer unless the person has a current basic certificated issued by the Alaska Police Standards Council.

    Requirements for the basic certificate include:

    1. Must be a full time paid police officer of a police department in Alaska.

    2. Must meet the standards set down by the Alaska Police Standards Council.

    3. Must have worked 12 consecutive months on a probationary basis with the police department where the officer is employed. This includes the successful completion of a prescribed Field Training Officer program.

    4. Must successfully complete the basic Field Training Officer (FTO) program.

    5. Must attest and subscribe to the law enforcement Code of Ethics.
