Officer Steen was born in Alaska and moved to the Palmer area in 1980 where he graduated from Palmer High School in 1993. He attended college at Chadron State in Nebraska, where he received a B.A. in Criminal Justice in 1998. He worked for the Dawes County Sheriff’s office and the Chadron Police Department during college. He attended the Colorado Police Academy in 1998 and then returned to Alaska where he was hired by the Unalaska Department of Public Safety in 1999. Officer Steen moved to the Kotzebue Police Department in 2000 and was then hired by the Palmer Police Department in 2002. In 2004 he became one of the first 12 D.R.E. (Drug Recognition Expert) officers in the State of Alaska and two years later he was certified as one of the first instructors in the field for the State. Officer Steen also acts as a breath alcohol supervisor, field sobriety test instructor, emergency vehicle operations instructor and a field training officer for the department.
